This study tries to investigate the rate of meeting goals of Public Libraries 2025 Vision and compare this situation in 2025 with that of in 2010 and 2015. So, different situations in three different years, namely, 2010, 2015, and 2025 have been compared by taking into account the indicators regarding 2025 vision document using related data taken from public libraries in each province separately. The findings show that the current situation of the five indicators studied in 2025 has significant difference compared with that of in 2015. Also a comparison between the current situation in 2015 and a past one in 2010 shows a significant difference and an increase in them in terms of three indicators, space, resources and employee. It should be mentioned that there are not a significant difference between these two years, 2010 and 2015, regarding two indicators, book borrowing and membership.

This article examines availability and half-life of URLs cited in articles published by Information Research journal. To do this, at first, we extracted all issues of Information Research from April 1995 to March 2008 and calculated number of all citations whether printed citations or Web ones. Afterwards, we checked availability of individual cited URLs. When we could not access directly URL inserted in any article by author(s), we tried to visit referred website. If this attempt seemed to be inadequate, search engine "Google" was employed to access the missing reference(s). Research findings indicated that 66% of articles have Web citations and rate of articles containing URL has increased from 17% in 1995 to 89% in 2008. Domains .net and .org have more stability and persistence compared to domains .edu, .gov, .uk and .com. Also, of 1761 cited URLs, 73% were accessible, and 27% were inaccessible. It is notable that using Google and searching missing URLs, accessible URLs increased from 73% to 86%. Finally, it was recommended that the best solution to prevent decay or disappearance of Web citations and diminish URLs decay is to make use of WebCite®-enhanced reference.

Information has numerous potentials and features by which it can be used in various aspects of society. This paper aims to examine some roles and unique characteristics of information and supports the theory that information can be treated as wealth or wealth creator due to its vital impacts. Finally, it is shown that identifying information significance, the roles it plays and making better use of it can lead to personal, organizational, local, national, international and global effectiveness.
